existing conditions and a way of tracking progress towards community health
objectives.

Development targets are explicit goals achievable by urban development
plans and projects that help achieve the HDMT's community health
objectives.

Policies/Design strategies are potential actions taken by project sponsors
or policy makers to achieve development targets and advance community
health objectives.
